Circumvention practices--practices for avoiding anti-dumping trade measures--have proliferated since the 1980s, leading to the design and implementation of controversial anti-circumvention measures about which World Trade Organization members have yet to find agreement. This work examines theses circumvention and anti-circumvention measures and the problems of their legal control in contemporary anti-dumping practice at the national and international levels. He explores the issue at four different levels: conflict between foreign exporters and domestic anti-dumping authorities, conflict amongst different domestic manufacturers with varying interests, conflict among WTO members, and conflict between domestic anti-circumvention legislation and WTO rules.
