Designed to support their consulting business, DuFour (formerly a principal and superintendent) and Fullan (formerly education, U of Toronto) have written this analysis of professional learning communities (PLCs) that are self-initiating and self-sustaining. They maintain that clarity (about the role and charge of the PLC) precedes competence, that in building the PLC, participants create coherence and clarity, that there is a dilemma about whether participants should run the PLC in a loose fashion or in a tight one, how the loose-tight system operates, and how to sustain the improvement process.
